Design Phase:
Prepare detailed estimates for subway electrical signaling and communications systems, preliminary budgets and definitive estimates (develop quantity take offs and obtain material pricing from vendors), develop labor/equipment crew requirements for each work component, estimate productivity for each work component based on previous experience, and develop estimates for comparison to bids received.
Construction Phase:
Develop change order estimates and participate in negotiations, perform site investigations, develop change request scope with project team, prepare comparison of change request estimate to contractor proposal for negotiation process, attend required project and staff meetings, develop estimates for value engineering change proposal reviews, and develop/review estimates for construction support.
Education Requirements:
Bachelor’s degree in engineering, architecture, business administration and/or a combination of education and proven experience in engineering and construction: signal/systems/communications; civil/structural; architectural/structural; electrical/mechanical with a strong background in cost estimating in these disciplines.
Years of Experience:
Minimum 5-10 years of related experience to multimillion dollar estimating experience in mass transit and/or heavy rail industry is preferred. Estimating expertise in the following construction methods: subsurface construction, tunneling, cut and cover construction, mining operations, underpinning and structural support technologies, dewatering, concrete and structural steel construction, communication-based train control, public address customer information systems, sonnet ATM, automatic train supervision, advanced communications systems for rail transit, electrical and power systems, signal and systems.
Software Knowledge:
Thorough knowledge of desktop software (Excel, Word, Access, PowerPoint). In depth knowledge and experience in state-of-the-art cost estimating techniques. Knowledge of software applications related to capital project cost estimating. Expertise in civil, structural, electrical, mechanical, signal, communication engineering and/or CBTC systems and other new technologies is preferred. Knowledge of base radio (UHF, VHF bands), fiber-optic network systems, PBX or local area networks would be a plus.
